Portland, Oregon / August 8, 2020 / 2300 / 72 days of violent protests continue - Rioters set fire to Portland Police Association building

SIGACTS/SITREP: On Saturday evening rioters vandalized and set fire to the Portland Police Association building. Three police officers were hurt in the effort to disperse the crowd and allow firefighters to deal with fire. The Portland Police Association building is five miles north of the Federal Courthouse in downtown Portland. It has been attacked two nights in a row as rioters expand the area’s within Portland that they are attacking.

RECOMMENDATION: Avoid the areas around the Portland Police Association, Peninsula Park, Laurelhurst Park, Berrydale Park and Kenton Park. All of these areas have been rallying points for the rioters over the past several days.

Portland, OR / August 6, 2020 / 2200 / Rioters attack Portland Police Department’s East Precinct

SIGACTS/SITREP: Rioters have shifted efforts from the Federal Courthouse in downtown Portland to local city police Precincts. On Thursday evening rioters blocked the exits to the East Precinct and attempted to set the building on fire.

RECOMMENDATION: As the riots expand beyond the downtown Portland area proper, vigilance must be exercised whenever a large crowd is encountered anywhere in the city limits of Portland. Current targets appear to be focused on the Portland Police Department buildings and these areas should be avoided as much as possible.

Seattle, WA / August 6, 2020 / Federal Court Order Extends Temporary Restraining Order on Seattle Crowd Control Ordinance

SIGACTS/SITREP: City of Seattle officials and the US Department of Justice agreed to extend a temporary restraining order that prevented the implementation of a Seattle City Council ordinance banning the use of tear gas and other crowd control devices. The restraining order is extended through September 18, 2020, and the judge overseeing the case said he would entertain a motion to convert the current restraining order into an injunction if the Justice Department files for the injunction by August 27, 2020.

RECOMMENDATION: There is a potential risk of widespread property damage in Seattle if the temporary restraining order expires on September 18, 2020. Reactionary demonstrations against the police department (specifically at West and East Precincts) and the federal courthouse in downtown Seattle are likely if an injunction is granted to prevent the city council’s ordinance from taking effect.

SITREP: Activists are gathering every day in Seattle, Shoreline, and Edmonds, and continue to target residential areas. City Hall, Capitol Hill, and residential neighborhoods where city officials live are the most likely areas for large scale demonstrations.
RECOMMENDATION: Consult the BLM google calendar, Seattle Evening March’s Instagram stories, and the twitter profiles listed below for information on the locations of daily protests. Continue to avoid protests and do not engage with groups of activists if encountered.

Seattle, WA / August 8, 2020 / Seattle Area Activists Training for Clashes with Law Enforcement

SIGACTS/SITREP: Seattle Police radioed that 20-30 Antifa were practicing a phalanx technique in Cal Anderson Park after the technique was successfully used to frustrate law enforcement in Portland, Oregon. BLM and Antifa previously discussed practicing various techniques to directly engage with law enforcement and avoid arrest, and it should be expected that activists will refine their techniques over time.

RECOMMENDATION: If activists successfully prevent law enforcement’s control of demonstrations, there is a potential that violence during demonstrations will increase. Continue to avoid areas with frequent protests and do not engage with mobs if they are encountered in residential areas.

NEW VETTING PROCESS IN PLACE

BE VERY WARY of anyone attempting to "organize" people on this board with an effort to documenting lists of people BEFORE THERE IS ANY VETTING. It is obvious that if you already know people then they are pre-vetted. I would propose that right now the ANTIFA / BLM organization has already found this website and is attempting to get ID's on people before we are able to organize and create a proper OPSEC for our side.

This issue is already being examined but a solution will not be coming over night. You can organize among yourselves all you like but do so with EXTREME caution. Be patient and diligent rather than be sorry.
